Yes, he's been shown without the trench coat. Aside from never taking off his hat, gloves and shoes, Gadget's body under his coat looks perfectly normal. He wears a sleeveless undershirt and blue striped boxers under his clothes.
Really cool, it looks like the scene of a sci-fi cop drama. I like how folks have began humanizing Inspecotr gadget and it's great, but what would happen if this happened to Penny and/or brain and gadget was dead?
I just had to fave and comment on this, even if it is over six years old, and say that is is amazing.
It shows just how a light and funny cartoon like Inspector Gadget could be turned into a dark and dramatic series.
I can just imagine Gadget getting up every morning... having a shower... needing to shave... and having to look at himself in the mirror. Not a human... not a robot.
And every morning, as he looked at himself, he would ask himself the same question...
"What am I?"
And, unbeknownst to him, his niece, whose parents were lost in a shootout which he failed to stop, and the one that mortally wounded him, watches powerlessly... and weeps. Weeps for her lost parents, and weeps that she cannot help him reclaim his humanity.... despite her technological and intellectual prowess.

You took a goofy character I never really liked and turned him into someone who looks like the main character of an anime I'd love... I've GOT to see the rest of your work! (She says, hoping you haven't vanished between now and then...)
Concidering how much gear is in that body of his, it's possible he may have periodic points where he feels disconnected from humanity.
In a darker vein of thought it could explain why he seems to have issues noticing blatantly obvious signs of mad's activities (Especially concidering they have brand-name awareness) His mind is so busy trying to deny that he's become less human, that it's affecting his work. His position as Police Inspector had to have been genuinely earned, so perhaps before whatever resulted in his cybernetics he may have even been an extrordinarily brilliant detective capale of making amazing leaps of logic. His current personality might even be a state of heavy denial.
A pretty good pic. Gadget's mechanical parts look quite cool. Nothing weird when he is a cyborg and all. Sure, you tried to make this pic seem a bit dark and tragic, but the lines could have been made neater and more carefully drawn. Just look at the grey wall to the very left, very right, gadget's legs, towel etc. Not sure why she is crying in the pic though, is she pitying that gadget lost his cool or something? Her nails would have been better if the were rounder. But now they are very sharp like knifes.
